My toilet runs intermittently for a few seconds. Is that a problem?

Yes — that is a "phantom flush", and it means water is leaking past the flapper from the cistern into the pan. It is one of the cheapest parts in the house to replace and one of the largest silent water wasters, so it is worth doing.

There is water on the floor around the base. What is that?

Usually a failed wax seal, sometimes a cracked pan or a loose supply connection. Do not leave it: water tracking under the flooring damages the subfloor, and by the time it shows elsewhere the repair is much larger than a seal.

The toilet rocks slightly. Does that matter?

It does. Movement breaks the wax seal underneath, which is what leads to the leak above. It is normally fixed by re-seating the pan and shimming it level, done at the same time as a new seal.
