Why do quotes for the same room vary so much?
Almost always scope. One quote includes ceiling, trim, doors and two coats over a primed repair; another is walls only, one coat, minimal preparation. Ask each painter what is included by surface and by number of coats, and the numbers become comparable.
Who supplies the paint?
Both arrangements are normal. Painters often buy at trade prices and pass some of that on; supplying your own gives you exact control over brand and finish. What matters is that the quote says which, because paint is a meaningful share of the cost.
How long before the room can be used?
